为培养杰出的博士研究生，近海海洋环境科学国家重点实验室（厦门大学）（英文简称MEL）特设立“MEL优秀博士生奖学金”（MEL PhD Fellowship)，该奖学金的申请及管理办法规定如下：

一、申请对象

       国内外高校优秀的往届、应届硕士毕业生（最迟须在入学前取得硕士学位）、所有读博申请者，不包含已在读的博士研究生。

       报名并入选海洋与地球学院、环境与生态学院“直接攻博”项目，且导师为MEL科研人员的优秀应届本科毕业生，可直接获得MEL优秀博士生奖学金。

       二、申请时间

每年9月1日起，至11月10日。

三、资助领域

       与近海海洋环境科学国家重点实验室主攻方向相关的海洋环境科学及其他学科领域（参见实验室研究方向https://mel.xmu.edu.cn/people_research.asp?id=12）。

四、资助方式

       资助名额：每年至多10名。

       资助额度：目前厦门大学提供约3.3万/年 (最长资助4年)；MEL在厦门大学奖助学金基础上，额外资助5万/人，入学后开始按月发放。

五、学生义务及考核

       获本奖学金的博士生除参与所在学院组织的考核外，还应参加近海海洋环境科学国家重点实验室的“优秀博士生奖学金”年度考核，每年须在实验室研究生学术论坛上做口头报告，汇报研究进展，并由博士生基金评审委员会评审打分（采用A/B/C等级），打分结果作为评审依据。如连续两年未获得A，则第三年奖学金减半（至5000元/年），如第三年仍未获得A，则取消领取奖学金资格。

       获本奖学金资助所完成的相关成果，应署名：近海海洋环境科学国家重点实验室（厦门大学），并注明：由近海海洋环境科学国家重点实验室（厦门大学）博士生奖学金资助 (The work was supported by The PhD Fellowship of the State Key Laboratory of Marine Environmental Science at Xiamen University)。

六、申请程序

1.  提交申请

申请者必须在线提交申请材料（http://mel.xmu.edu.cn/fellowship/login.asp），其中包括：

（1）申请表格及个人陈述（申请前必须与MEL的相关博士生导师联系，获得导师确认）；

（2）学位证书及毕业证书扫描件（应届毕业生只须提供学生证扫描件）；

（3）加盖毕业单位有效公章的学习成绩单扫描件；

（4）身份证扫描件；

（5）三名或以上推荐信专家联系方式（至少两名教授或相当职称，并且须含毕业论文导师）；

（6）外语水平能力证书扫描件，申请人必须提供以下英语水平的证明之一：

国家英语六级425分以上 / PETS-5(WSK)60以上 / 托福80分以上 / 雅思6分以上 / 或与以上英语水平相当的证明；

（7）各项证明科研能力与成果资料扫描件。

2.  评审程序：

（1）MEL审批：

① 由MEL博士生奖学金委员会进行初步筛选；

② 英语笔试

③ 由MEL博士生奖学金委员会主席邀请10名以上的校内外专家听取面试，并投票表决。

面试内容：申请人汇报（科研成果及计划15分钟+答疑5分钟）

④ 12月初前完成MEL内部审批手续，并向所有申请者通知入选结果。

（2）入选海洋与地球学院、环境与生态学院“直接攻博”项目的申请者无需参加以上笔试及面试，直接参加所在学院的申请考核。

Application Guidelines for MEL 2019 PhD Fellowship Program

To attract and encourage academically able PhD students, the State Key Laboratory of Marine Environmental Science at Xiamen University (MEL) initiated the MEL PhD Fellowship since 2016 and is now inviting applications.

1. Eligibility

Applicants who are seeking admission as new full time PhD students at Xiamen University.

The award is not open to individuals who have already been awarded or are currently studying for a Doctoral degree.

2. Application deadline

From September 1 to November 10 every year.

3. Study Subject

Scholarships are offered in diverse fields within the research scope of MEL.

4. Scholarship award

MEL will offer overall 10 PhD Fellowship places each year. Xiamen University provides every PhD student with a fixed annual stipend of RMB 33,000 (equivalent to USD ~4,600) for maximum 4 years. MEL will offer each fellow with an extra allowance of RMB 50,000 (equivalent to USD ~7,000).

5. How to apply

1. Contact a doctoral supervisor in advance to explore possibility of supervision. Information about the MEL faculty and their research interest is available online here (https://mel.xmu.edu.cn/people_research.asp?id=12).
2. Once the faculty has agreed on supervision, the applicant should submit the application online (http://mel.xmu.edu.cn/fellowship/login.asp), which includes the following documents:
   1. A MEL PhD Fellowship Application Form and Personal Statement;
   2. Scanned copy of your degree and graduation certificate (or equivalent documents);
   3. Scanned copy of transcript with the official seal/signature of the Dean's office from your home institution;
   4. Scanned copy of your ID/passport;
   5. Contact details of at least three referees (two of whom must be professors or of equivalent position), and must include your thesis advisor;
   6. Scanned copy of English proficiency certificates (PETS-5 (WSK), TOEFL, IELTS or equivalent);
   7. Proof of scientific research ability and accomplishment.

6. Review process

There are two steps in the review process, one organized by MEL PhD Fellowship Committee and the other by Xiamen University.

1. Evaluation within MEL:

MEL will set up a scientific committee to evaluate applications. Screened applicants will be invited for a written test and interview.

1. A written English test.
2. An oral presentation (15 minutes for research accomplishment and research plan, another 5 minutes for questions). The interview panel will consist of at least 10 academic members.
3. All applicants will be notified of selection decisions by December 5^th.

2. Approval at university level:

Successful applicants should follow the procedures of Xiamen University’s Admissions Office for further application and approval paperwork.

7. Student’s assessment and responsibilities

MEL PhD Fellowship awardees are assessed annually. They must give an oral presentation reporting on their research progress at the MEL Graduate Student Academic Forum and be assessed by committee and ranked either A, B or C.  If students are not ranked “A” for 2 successive years, their annual stipend will be halved; if students are not ranked “A” for a 3rd year, their scholarship will be canceled.  

The Fellowship awardees must acknowledge the support by MEL PhD Fellowship in their publications, presentations and other research outcome (e.g., “The work was supported by The PhD Fellowship of the State Key Laboratory of Marine Environmental Science at Xiamen University.”).
