“海洋生物地球化学”基地于2006年入选教育部、外专局的“高等学校学科创新引智计划”（简称“111”计划），支持期限5年（2007-2011），2011年获得滚动资助（2012-2016）。该基地为实验室提供了一个稳定的交流合作平台，通过海外专家与实验室科研骨干的交流与融合，促进开展高水平、整合性的合作研究；通过联合培养博士研究生，提升实验室培养高层次人才的能力；通过技术人员出访学习，加强支撑队伍素质建设；“111”海外成员还牵引了实验室与非引智基地海外成员及国际知名院校之间的交流。
目前引智基地拥有18名基地成员和24名海外成员，由黄天福教授担任海外学术大师，戴民汉教授任国内学术带头人，主要研究领域为海洋生物地球化学的过程与机制。
The international collaborative project "Marine Biogeochemistry and Ecotoxicology" (2007-2011) was funded through the Program of Introducing Talents of Discipline to Universities (known as the "111" Program), co-sponsored by the Ministry of Education and the State Administration of Foreign Experts. It has been renewed for a second funding term (2012-2016).
Led by Prof. George T.F. Wong (overseas) and Prof. Minhan Dai (MEL), The project focuses on marine biogeochemical processes and mechanisms. It provides MEL scientists, technicians, staff and students with an excellent platform for dynamic academic exchange and cooperation with overseas institutions. Thanks to this project, international and MEL scientists have formed strong partnerships for in depth collaborations. These collaborative activities have thus far included research, student exchanges, and technical and academic staff training with a number of international and regional institutions.
